Terms of Use and Community Rules
Last updated: 4 October 2026 · Everyone who uses Tukwe (messaging, calls, Watch, live streaming) is deemed to have accepted these rules.
1. Tukwe's role
Tukwe (www.tukwe.com) is a free hosting provider (Law No. 5651) that enables users to message each other, make calls, share videos and start live streams. The messages, videos, comments and live streams shared on Tukwe are created by the users themselves. Tukwe is not obliged to review this content in advance. Legal responsibility for content lies with the user who shares it.
The landlord principle: Think of Tukwe as an apartment building and its members as tenants. Tukwe provides the building and the common rules; the key to each flat has been handed to the member. Tukwe does not listen to, read or monitor members' private conversations. Just as the tenant is responsible for what happens in the flat, the person who shares something on Tukwe is responsible for what they share. When a breach of the rules is reported, however, Tukwe takes action: it issues a warning, removes the content and, if necessary, terminates the membership.
2. Money, trade and donations — Tukwe is not a party
Becoming a member of Tukwe and using Tukwe is free of charge. Tukwe is not a party, intermediary or guarantor in any monetary transactions between users. If a paid service is offered in the future, it will be announced at least 30 days in advance and invoiced.
- IBANs, account numbers, payment links, sales offers, and requests for donations or support that users share in messages, videos or live streams are entirely the responsibility of the person who shares them.
- Any purchase, money transfer, service agreement or donation made between users is deemed to have been concluded solely between those persons; Tukwe is not a party, guarantor or intermediary in these transactions and cannot be held liable for any damage, loss or dispute arising from them.
- Be careful before sending money to people you do not know. Report any content you suspect to be fraudulent to us using "Report".
- Collecting aid/donations from the public without permission may violate Law No. 2860 on Aid Collection; responsibility lies with the person collecting.
3. Permitted content
Everyday life, entertainment, music, dance, sports, food, travel, education, and promotion of businesses and shops; footage filmed in everyday/natural clothing such as shorts, swimwear or sportswear; and sharing links, phone numbers and contact details are permitted.
4. Prohibited content
The following content may not be shared anywhere on Tukwe (videos, live streams, comments, profiles, messages). When reported or detected, it is removed without notice, and the account may be restricted or closed.
- Nudity and sexual content: nude images, sexual acts, display of genitals (Turkish Penal Code (TCK) Art. 226).
- Offering sexual services: offering sexual content, images or meetings in exchange for money or other benefit (Turkish Penal Code (TCK) Art. 227). This rule cannot be circumvented by saying "the two of us agreed on it".
- Children: any content that sexualizes, exploits or endangers persons under 18. Zero tolerance: the content is removed, the account is closed and the matter is reported to the competent authorities (ihbarweb.org.tr, the Police).
- Violence and hate: gore, torture, animal cruelty, encouraging self-harm, terrorist propaganda, and degradation and hate speech on the grounds of language, religion, race, sex or disability.
- Insulting values: insulting, degrading or mocking religions and religious values, holy books and prophets (Turkish Penal Code (TCK) Art. 216); our flag, the National Anthem (İstiklal Marşı), our martyrs and veterans, the Turkish nation and the institutions of the state (Turkish Penal Code (TCK) Arts. 299-301); or the memory of Atatürk (Law No. 5816). Expressing opinions and respectful criticism are permitted; insults and degradation are prohibited.
- Harassment and threats: targeting a person, bullying, threats, blackmail; sharing another person's personal information, photos or private images without their permission.
- Illegal products and activities: drugs, unlicensed weapons, forged documents, illegal betting and gambling, stolen goods.
- Fraud: fake fundraising, fake giveaways, impersonation (pretending to be someone else), fake accounts.
- Copyright infringement: uploading videos, films, matches or music you do not hold the rights to, or other people's content, without permission.
- Spam: sharing the same content or comment over and over, bulk unsolicited messages.
- Dangerous behaviour and trends: "challenges" that could lead viewers to injury or death, streaming on a phone while in traffic, dangerous pranks, instructions for home-made weapons/explosives.
- Suicide and self-harm: content that encourages or demonstrates methods of suicide, self-harm or eating disorders. (Posts that support those seeking help on these matters or raise awareness are permitted; in an emergency, call 112.)
- Harmful misinformation: knowingly spread false information about health, disasters, elections or public safety that could put people in real danger.
- Fake engagement: inflating likes, followers, views or comments with bots or fake accounts; buying or selling engagement.
- Regulated products: selling or promoting alcohol, tobacco or electronic cigarettes to persons under 18; selling prescription medicines.
4a. Rules specific to live streaming
- Do not put other people who appear in the stream on air without their permission; in particular, do not broadcast children, patients or private spaces (inside a home, changing rooms, hospitals) without permission.
- Do not stream while driving, while doing dangerous work, or while putting others in danger.
- You are also responsible for the behaviour of the person you invite to join you on your stream (dual stream).
- If the prohibited content listed in section 4 is shown on a stream, the stream may be cut off immediately.
5. Age limit
You must be at least 13 years old to use Tukwe. You must be at least 18 years old to start a live stream. Users under 18 should share videos with the knowledge of their parents.
6. Your content and your rights
- You accept that the content you share belongs to you or that you have permission to share it, and that you have obtained the consent of the people who appear in the content.
- You remain the owner of your content. By sharing content, you grant Tukwe a free, non-exclusive permission solely to display, store and transmit it within Tukwe. This permission ends when you delete the content (it is deleted from backups within 30 days at the latest).
- Tukwe does not sell your content and does not share it with anyone for advertising purposes.
7. Tukwe's rights
- Tukwe reserves the right to remove or hide content, or cut off a live stream, that it considers to be in breach of these rules or the law, without prior notice;
- to ban an account that breaches the rules from Watch, or to restrict it temporarily or permanently, or close it;
- to use automated detection systems to prevent abuse (content is reviewed on Tukwe's servers for this purpose and is not sent outside);
- and, where required by law (e.g. a court order, requests under Law No. 5651), to share information only with the competent authorities.
7a. Warning system
Rule breaches are generally handled step by step (in the case of serious breaches, the final step may be applied directly):
- 1st breach: the content is removed and the account receives a warning.
- 2nd breach: sharing videos, writing comments and starting live streams are disabled for 7 days.
- 3rd breach: permanent ban from Watch (videos and live streams).
- Serious breaches (child abuse, offering sexual services, terrorist propaganda, serious threats): the account is closed permanently without warning and, if necessary, the matter is reported to the competent authorities.
Warnings stop counting after 90 days.
7b. Your account and your security
- Use your correct phone number and name when registering; do not open an account on behalf of someone else or with a false identity.
- Do not share your password with anyone; you are responsible for actions taken on your account. Tukwe staff will never ask you for your password or verification code.
- You can close your account at any time; your information is deleted within the periods stated in the KVKK Privacy Notice.
7c. Private messages and privacy
Your private messages and calls are only for you and the person you are communicating with.
- No one, including Tukwe administrators, can see your messages, photos, videos, files or password from the Tukwe administration panel. Your password is stored only in an irreversible form; no one, including Tukwe, can know your password.
- Only the information needed to run the service is visible in the administration panel: name and surname, phone number, partially masked e-mail address (e.g. yu•••@gmail.com), registration and last-seen time, and storage space used.
- Tukwe does not use your messages for advertising, profiling or sales purposes.
- When content is reported, only the content that the reporting person forwarded to Tukwe is reviewed.
- Where required by law (e.g. a court order, Law No. 5651), Tukwe provides the competent authorities only with the information the law requires, and only upon an official request: such as identity and contact information, IP address and login/logout times.
- The prohibitions in section 4 also apply to private messages.
7d. Tukwe numbers
- Numbers assigned by Tukwe (444 business lines, Tukwe numbers, special and "gold" numbers) belong to Tukwe. The member is granted only the right to use them within Tukwe; a number may not be sold, transferred or rented out.
- Tukwe may unilaterally take back or change a number assigned by mistake or through oversight, a number that is being misused, or a number where there is a technical or legal necessity. Where possible, the member is notified in advance and offered another number instead.
7d-2. Storage space
- Each member has 20 GB of free space for the photos, videos, audio and files they send. You can see the space you have used in Settings.
- You will receive a notification when you are approaching the limit. Once the limit is exceeded, you may not be able to send new files until space is freed up.
- Large files that have not been opened for a long time (e.g. videos older than 2 years) may be removed to protect server capacity. You will be notified at least 30 days before removal and given time to download the files to your own device.
- Download my data: You can download your own messages, photos, videos and files from Settings as a single file (ZIP) to your computer or phone.
7e. Termination of membership
- You: You can delete your account from Settings at any time.
- Tukwe — immediately: In the event of a breach of the prohibitions in section 4, registration with a false identity or with a number belonging to someone else, fraud, endangering the safety of others, a decision of a court or competent authority, or a situation that threatens Tukwe's security, Tukwe may suspend or terminate the membership without prior notice.
- Tukwe — without giving a reason: As Tukwe is a free service, Tukwe may terminate any membership without giving a reason, by giving at least 30 days' prior notice.
- Unused accounts: An account that has not been used at all for 1 year may be closed after a warning has been sent to the registered e-mail address 1 month and 1 week before closure; logging in once during this period is sufficient.
- The profile, number and account information of a terminated account are removed. Messages this person previously sent to others remain in the recipients' chats under the name "Deleted account". Records that must be kept by law (e.g. login records) are kept for the statutory period.
8. Limitation of liability
Tukwe is provided free of charge and "as is". To the fullest extent permitted by law, Tukwe is not liable for any direct or indirect damage arising from users' actions towards one another, agreements and monetary transactions between users, content shared by users, service interruptions, or actions of third parties outside the service. The user is responsible for claims and damages directed at Tukwe because of their own content or their breach of the rules.
9. Reports and appeals
When you see content that breaches the rules, use the "Report" option in the content's ⋯ menu; you can block a person who bothers you. The identity of the person reporting is not shown to the person reported. For notices of unlawful content: toramanmatbaa@gmail.com. Notices are reviewed as soon as possible.
Right of appeal: If you believe your content was removed or your account was restricted unjustly, you can appeal by writing to the same address within 30 days; your appeal will be reviewed again and, if found justified, the content will be restored and the warning deleted.
Copyright holders: For your content uploaded without your permission, send the title of the work, the link to the content and information showing that you are the rights holder to the same address; the content will be reviewed and removed.
10. Changes
Tukwe may update these rules when necessary. The current text is always on this page; your continued use of Tukwe means that you accept the current text. For how your personal data is processed, see the KVKK Privacy Notice.
11. Write to us first
The user agrees to first submit any complaint or request concerning Tukwe to Tukwe in writing. The parties will try to resolve the matter amicably within 30 days of the submission. Tukwe is a free service; to the fullest extent permitted by law, Tukwe's liability is limited to the limits set out in Section 8.
